China’s Ministry of Finance and State Taxation Administration has confirmed that export VAT rebates for vape-related products will be cancelled effective April 1, 2026, based on the export customs declaration date.

Why This Policy Matters

Historically, export pricing in the vape industry did not include the 13% VAT, because the tax was refunded after export. Once the rebate is removed, that amount becomes a real and permanent cost.
